Specialised date() function

function UnbDate ($fmt, $time = false);

Parameters:

fmt

time – optional, default: false

Remarks:

* Knows all of UNB's languages
* Can also accept an array for the date:
(year, month, day, hour, min, sec) -- but then some format codes may not be available
